Ohio has one statewide residential code, the Residential Code of Ohio, and it sets a 115 mph design wind speed for every house. What it leaves local is just as important: your building department fills in the frost depth and ground snow load, and whether your build is plan-reviewed and inspected at all depends on whether a department certified by the Board of Building Standards covers your land. Township or county zoning, the septic permit from your health district and the well permit sit on top of that. A set drawn for somebody else's county is the wrong set for your parcel, whether you are buying a kit or a whole house.
