In the unincorporated Lucas County townships, Lucas County's certified building department handles residential permits from its office in Holland. Wood County also has a certified county department. In any township you also need a zoning permit from the township before building.
How deep do footings go around Toledo?
Lucas County Building Regulations set a 36-inch minimum depth of footing below finish grade and a 20 psf ground snow load, and the City of Toledo's design table shows the same 36 inches. The Residential Code of Ohio leaves those two figures to each jurisdiction, so if you build in Wood or Fulton County, confirm the figure with the department that covers your parcel. What should I check on flat Northwest Ohio land before I buy?
Drainage first. The old Great Black Swamp country around Toledo is level and holds water, so look at the ditch outlets, whether fill will be needed for the pad, and what soil the septic evaluation finds. In Lucas County, septic and well permits come from the Toledo-Lucas County Health Department; in Wood and Fulton counties, from each county's health department.
